that vice president biden will spearhead his administration's response to the newtown shooting. the president is not expected to go into detail on policy decisions. the national rifle association has broken it's silence issuing a statement that reads in part this. the nra is prepared to offer meaningful contributions to help make sure this never happens again. that's significant. >> can i stop for a second there? if progressives, if moderates, if conservatives that are concerned about these magazine clips and assault weapons, if they want to feel self-righteous and scream and yell, they can do it and we won't get a deal. this is like the fiscal cliff. in the end it's like in "lincoln" with the 13th amendment. if the nra comes out and says something like that, instead of everybody going, now that blood's on your hands, you know what? guess what? feel self-righteous. you can save lives, or you can feel self-righteous. beat your chest like jim and tammy faye bakker if that's how you sleep at night. if that gets you through the night, go ahead. i tell you what, the art of politics,

rampage as we remember more of the young victims. peter doocy is live in newtown. what exactly is the medical examiner trying to prove or look into here? >> reporter: jenna, the chief medical examiner, wayne carver, has recruit ad geneticist from you con, the university of connecticut, if there is known dizzy or disorder could be associated with the kind of murderous behavior that adam lanza showed last friday. dr. carver doesn't know for sure if adam had asperger's, but if he did that would not be associated with this kind of violence. he wants a geneticist to help figure out what kind of disorder s 25-year-old marine from sandy hook, that adam lanza thought his mom cared more for kindergartners she volunteered with last year than they did for him. he may have gone to their first grade classroom on friday when he found his mom was trying to send him to a mental institution. this marine told foxnews.com, quote, from what i've been told, adam was aware of her petitioning the court for conservatorship and her plans to have him committed. adam was apparently very upset about this

. there are three sets of causes that people point to when talking about events like the one in newtown. first, the psychology of the killer. second, the environment of violence in our culture. and third, the easy access to guns. each of these might explain any single event, but what we should be trying to understand is not one single event, but why we have so many of them. let's look at the facts. according to the u.n.'s office on drugs and crime, the u.s. gun homicide rate is 30 times that of france or australia. it is 12 times higher than the average for other developed countries. why is that? if psychology is the main course, we should see that we have 12 times as many psychologically disturbed people as the oecd average. we don't. in fact, america takes mental disorders seriously, treats them and doesn't stigmatize them. we do better in this area than most of our peers. is america's popular culture much worse than other rich countries? not really since it's largely the same popular culture worldwide. england and wales, for example, are exposed to virtually identical cultural influences as
